Washington City Councilors have begun forming next year’s budget. City Administrator Dave Plyman says personnel are always one of their biggest expenses. Plyman says they also spend a lot on maintenance and construction. City Councilors met with department heads this week. Next they’ll hear presentations from community organizations that get city funding. Plyman says they hope to have a budget draft by mid February.
