Iowa lawmakers are considering legislation that would further clarify regulations imposed last year on applying manure to frozen farm ground. Gene Tinker with the Department of Natural Resources says last year’s legislation restricts such application, except during emergency situations. He says in their enforcement of the law, the DNR has said that livestock operations built or expanded after July first of 2009 can’t “plan for an emergency” every year, and must have adequate storage to sustain them during the restriction period. Tinker says the debate in Des Moines now is whether or not that interpretation was accurate.
