Keokuk County has installed an ultra high-speed telephone communication service for emergency notifications. The Code Red Emergency Notification System allows officials to telephone all areas of the county in case of an emergency situation that requires an immediate plan of action. The system can dial 50 thousand phone numbers per hour. They plan on using the system for emergencies such as drinking water contaminations, utility outages, evacuation notices, a missing person, fires or floods, chemical spills or gas leaks, as well as other emergencies.
