Washington City Councilors are moving forward with a plan to condemn 30 acres of land to build a new wastewater treatment plant on. City Administrator Dave Plyman says they had initially tried to negotiate with the Bartholow family to buy the land, but they wanted to sell the city floodplain property, which can’t be built on. Plyman says that the 30 acres would also allow them to build an access road, but not widen Buchanan Street, or expand Elm Grove Cemetery. The property is expected to cost the city nearly 430-thousand dollars.
