Eastern Iowa Congressman Dave Loebsack is pushing for new protocols and testing for student athletes who have sustained concussions. Loebsack says often times students are returning to the playing field before they are physically able. Loebsack took part in a hearing recently discussing the creation of programs that would educate school officials and parents about concussions and protocol on allowing students to return to competition. During the 2008-2009 school year, an estimation of 40 thousand concussions took place in high school athletics.
