Iowa’s new ban on texting while driving will only result in warnings the first year, no matter how many warnings a driver is issued. But because the new law is written as “secondary”, you can’t be pulled over without also breaking another law.  Washington County Chief Deputy Jared Schneider says Iowa’s ban on texting is a secondary violation, which cannot be enforced on its own, but requires a primary violation such as speeding or not wearing a seat belt to be pulled over by a police officer.  Only then can a driver be issued a warning ticket for illegally texting.  Deputy Schneider says other laws have started this way, and it doesn’t mean texting could not eventually become a primary violation.
