Repealing Bottle Refund Being Proposed

The Iowa House of Representatives is has presented a proposal on repealing The Beverage Containers Control Law. The bill which was first introduced in 1978 was to prevent more litter along state highways. This proposal to ban the current law was approved by a subcommittee in the state house last week.
Tony Walsh with The Original Wine and Spirits in Washington says he is in favor of this bill. He says if this bill passes, it would free up space for his business. Walsh thinks the current system costs the citizens of Iowa more. He adds he sees no difference along the state highways in Iowa when compared to highways in Illinois and Missouri.
Julie Ketchum, Director of Government Affairs for Waste Management in Minnesota, Iowa, and Kansas says they are taking a neutral approach to this bill. She says this bill could mean they would have to start more recycling programs, but it is too early to know at this time about other changes.
Ketchum says if this bill passes, alternatives would have to be created to offset any possible increase in waste. The proposed bill now heads to the full committee for review.
