It’s that time of year when we spring forward.  Daylight Saving Time begins Sunday morning at 2:00, when clocks will be moved forward one hour.  The time change was first implemented during World War I to save energy for war production by taking advantage of the later hours of daylight.

The government again required states to observe the time change during World War II.  The only two states in the country that do not observe Daylight Saving Time is Arizona and Hawaii.

In 1996 Congress passed the Uniform Time Act, which standardized the length of Daylight Saving Time.  The last change to Daylight Saving Time was in 2005 when Congress passed a law extending it by one month moving it back to the second Sunday in March and extending it to the first Sunday in November starting in 2007.
