The Jefferson County Board of Supervisors will not go ahead with plans for a sewer project until a temporary easement is approved by a resident.  The Rural Utilities Sewer Services (RUSS) project is an agreement between 10 southeastern Iowa counties to provide sewer services to small towns, in this case Pleasant Plain and East Pleasant Plain.  However, supervisor Dick Reed says the board cannot approve the temporary easement of property and begin the project until receiving the owner’s signature, which would turn full control of the property over to the county.

Reed says once the temporary easement is in place, officials can do the necessary work to move the sewer project forward.
