A group of residents who are against the plan of constructing a lagoon in the village of Richmond is not pleased with the plans for the area.  Tom Duwa has organized a group of about 40 residents in the area to unite against the Rural Utilities Sewer Service, or RUSS, project, which would include turning all sewer services of the Richmond area to the company.

Duwa says the latest efforts by the company include temporary easements of property are creating problems within the area, including tension between neighbors and church parishioners.

Duwa says he believes there are more cost effective ways of improving the sewer and utility system in Richmond than through the RUSS project, such as upgrading each homeowner’s system individually rather than attaching all of them to one system run by RUSS.
