The Washington City Council has a change to the usual schedule.  Because of  Thanksgiving, the council will be meeting one day earlier than usual.  They meet Tuesday night at 6 at the former library building.  The council will be tackling a series of measures that would establish a Tax Increment Financing district for a local business. The council also will be discussing an expanded recycling program for downtown Washington.
