In a special work session of the Washington City Council, council members discussed options for the special assessment policy. City Administrator Brent Hinson reiterated that a property owner is not assessed for the entire cost of the project, only for a percentage of the assessable value. Councilman Bob Shellmyer suggested a tiered system and Councilman Bob Shepherd proposed a 40-percent cap of payment by a property owner of the total assessable percentage. A resolution and discussion will be on the agenda for the council’s next meeting, to be held at 6 p.m. on May 1st.
