A former police officer with the Muscatine Police Department has been arrested, charged with Sexual Assault, a third degree Class C Felony, and is being held in the Louisa County Jail. According to the Iowa Department of Public Safety, forty-six-year-old Thomas AndrewTovar assisted with a vehicle stop on February 13th, the passenger of the vehicle was an adult female and was intoxicated and given transportation to her hotel by Tovar. The female recalled little on how she was transported to her hotel and remembered a male wearing uniform-like material in her hotel room. Later in the morning, she reported a complaint.

The Iowa Division of Criminal Investigation conducted an investigation. An analysis of physical evidence including DNA and interviews were conducted, probable cause was found and Tovar was charged.

He resigned his position.
