The bid opening for the City of Hills’ water supply network project has been rescheduled. Before they were set to open the bids late last month, the city received an email indicating that the Iowa Department of Natural Resources would wait to grant a construction permit.
They’re waiting for guidelines from the Environmental Protection Agency that may affect Hills’ eligibility for money from the federal government. In the budget passed by congress there’s a “Buy American” provision that requires cities receiving federal money use products, like steel, manufactured in the U.S. It went into effect in January.
In the hopes the guidelines will be issued in time, the bid opening was set by the Hills City Council for March 20th.
