Finding a balance between plowing snow and putting down rock on Washington County’s gravel roads is one challenge the secondary roads department deals with annually. County Engineer Jacob Thorius says they’re lucky if they put new rock on a third of the gravel roads, but usually it’s closer to 1/4th.  The reason for that is they need to conserve money for snow removal. Thorius explains plowing is the priority because everyone wants to be able to get out of their homes in the winter.
