Arraignment Scheduled for Former Employee of Small Keokuk County City

The arraignment for a former Kinross city employee is set for next week. Toni Miller is charged with 1st degree theft in connection with $20,000 worth of improper disbursements she made. It’s estimated $17,000 went to Miller for payroll, reimbursements and mileage. That’s according to a report the Iowa State Auditor released in May detailing a special investigation conducted between January 2008 and October of 2013. That investigation was requested by the City of Kinross after Miller admitted she issued unauthorized checks to herself. A month after the report was released, criminal charges were filed. Her arraignment is set for next Friday at the Keokuk County Courthouse.
