Hawkeye Area Community Action Program, or HACAP, which serves Washington, Johnson, Iowa, Benton, Linn and Jones counties has a number of energy conservation programs available for residents. The federally funded low-income Heat Energy Assistance Program is part of HACAP’s energy assistance projects.

Iowans are reminded that the state has a winter disconnection moratorium law, which prohibits natural gas or electric service disconnection for qualified households from November to April each year. HACAP also has an Emergency Crisis Intervention Program to help homeowners with furnace projects, maintenance, repair and replacements.
