The Washington County Board of Supervisors has approved authorizing the Washington County representative on the Regional Utility Service Systems, or RUSS, board to enter into discussions and negotiations with RUSS to withdraw from the RUSS 28E agreement with final agreement subject to full Washington County Board of Supervisors approval. Supervisor Jack Seward explained there will likely be a penalty payment for leaving. A proposal is the yearly membership fee for three to five years. The current membership fee is $13,650 per year and if it is for five years the total to leave RUSS would be $68,250. The other counties looking to leave are Mahaska and Wapello.
