Washington County Supervisor Jack Seward, who is the county’s representative on the Regional Utility Service Systems, or RUSS, board, states an exit agreement is still in the works but no formal action has been taken at this time. He states there may still be some revisions to the drafted exit agreement to guarantee it is ironclad and the counties leaving will have no further liability for RUSS actions.

The proposal to leave RUSS and its 28E agreement is for each exiting county to pay four years of dues. Currently dues are $13,650 per county each year, meaning the total cost to leave RUSS is $54,600. Washington, Mahaska and Wapello counties wish to leave the organization.
