The Hoover Presidential Foundation based in West Branch is offering scholarships to local high school juniors. Up to 15 juniors will receive $5,000 for their postsecondary education through the Herbert Hoover Uncommon Student Award scholarship program. The difference between this program and others is that students are not selected based on grades, test scores, essays or financial need. Instead, the award goes to a junior who proposes then accomplishes a project of their own choosing and design. The application deadline is Tuesday.
