The results of an investigation into a shooting involving Louisa County Sheriff’s deputies are being reviewed by the Muscatine County Attorney’s Office. It was announced Thursday that the Iowa Department of Criminal Investigation had finished the investigation it had begun after Richard Spurling of Muscatine was shot earlier this month. His shooter has been identified as David Perley, a deputy with the Louisa County Sheriff’s Office since 2002. Prior to that, he was an officer with the Muscatine Police Department for 14 years.

Spurling led Perley and other deputies on a pursuit on Stewart Road just before midnight on June 9th before stopping outside of Fruitland. The deputies exited their vehicles, and when Spurling drove towards one of them, Perley discharged his firearm and struck Spurling in the torso. The 55-year-old was charged with operating while intoxicated, eluding, driving while revoked and possession of drug paraphernalia.

Additional information will not be released until a decision is made by the attorney’s office.
