The Iowa Utilities Board has issued a pipeline permit for Dakota Access to begin preliminary work on the Bakken pipeline. The pipeline will begin in northwest Iowa and proceed diagonally through southeast Iowa. Locally it will pass through Keokuk and Jefferson Counties. The board has declared, however, that certain commitments must be complete before construction can begin. Among the commitments are filing all necessary permits, a revised agricultural impact mitigation plan, proof of general liability insurance in the amount of at least $25 million, and unconditional and irrevocable parent company guarantees of Dakota Access for remediation of damages from a leak or spill.
