The Iowa Board of Nursing Home Administrators has reached a settlement agreement with the former owner of nursing homes in Washington and Muscatine. The board had charged Jerry Rhoads, former owner of All American Restorative Care of Washington and Muscatine with practice harmful or detrimental to the public, violation of a regulation, rule, or law of this state, and unethical conduct, all violations of Iowa Code. Between 2011 and 2015 the locations were cited seven times and fined approximately $70,000. Rhoads denies the allegations, but while the cases were pending, his license expired, and both locations were sold. As part of the settlement Rhoads has agreed to never engage in any capacity as a nursing home administrator in Iowa.
