Two legislators from Iowa, including local Senator Kevin Kinney, were presented with the Foundation for Government Accountability’s 2016 Friend of Government Accountability Award for sponsoring a bill. The bill protects community volunteers who help families and children in crisis. The bill is Senate File 2071 which relates to temporary parental rights by a parent or legal guardian of a child not to exceed one year. In the case of hospitalization or unemployment parents would retain full rights and could avoid foster care, while their child is still being cared for. The other legislator presented the award was Representative Joel Fry, who sponsored a similar bill in the House.
