An investigation into a Fairfield man who was shot in August has led to an arrest.

According to the Jefferson County Attorney’s Office on August 2 the Fairfield Police Department and the Jefferson County Sheriff’s Office responded to a subject being shot with a firearm. The victim, Michael Williams, was taken to the Jefferson County Health Center by private vehicle before officers arrived onscene. Williams had a shotgun wound to his chest and he was transferred by helicopter to the University of Iowa Hospitals and Clinics where he continues to receive treatment for his injuries at this time. Through further investigation it was determined that Williams was shot by another individual, and on September 12th 28-year-old Joseph Andrew Waugh of Douds was charged with attempt to commit murder, reckless use of a firearm, willful injury resulting in serious injury, and possession of a firearm by a felon. Waugh was arrested on October 7. The investigation is ongoing. Agencies who have assisted in the investigation are the Fairfield Police Department, Jefferson County Sheriff’s Office, Iowa Division of Criminal Investigation, and the Jefferson County Health Center. A preliminary hearing is scheduled for October 18th and he’s being held on $25,000 cash only bond.
