According to the National Weather Service, 1.62 inches of precipitation is normal during this time frame, but only 0.8 inches has been received, including a quarter of an inch over the weekend. The average temperature in the first three weeks has been 35.2 degrees in Washington, colder than the normal 41 degrees.
