It is against the law to pass a stopped school bus in Iowa.

In 2012, Kadyn’s Law, or the “Keep Aware Driving – Youth Need School Safety Act” was put in place after a seven-year-old was fatally hit by a truck while crossing the street to board her school bus. According to the Legislative Services Agency, this is an offense that still happens in Iowa, with 940 charges and 581 convictions in 2016. In Washington County there were three charges and no convictions. Jefferson County last year had 22 charges and zero convictions, while Henry County had 16 charges and no convictions. Louisa County had six charges and four convictions.
