According to the National Weather Service, the average temperature in Washington in the first three weeks of December was 33.2 degrees, above the normal 26.2 degrees. On the other hand, precipitation was measured at just 0.10 inches. The normal amount of precipitation, whether rain or snow, is 1.24 inches.
