According to the National Weather Service, the coldest temperature on record for Washington was -2 set in 1925. On Wednesday temperatures fell to -11 in the morning. A wind chill advisory was in effect the first half of Wednesday, with cold winds that could cause frostbite in as little as 30 minutes to exposed skin.
