While temperatures were below normal in Washington the first three weeks of February, precipitation and snowfall were higher.

According to the National Weather Service, the average temperature was 18.9 degrees, below the normal 24.4 degrees. The average minimum temperature was nearly half the normal at 7.6 degrees. The average precipitation is usually nine-tenths of an inch and this year it was 2.09 inches. Also, the total snowfall was more than double. The average is six inches in the first three weeks of February, and this year it was recorded at 15.6 inches. The record was set 10 years ago at 17.8 inches.
