A program focused on all things early-childhood will likely be shifted from the Iowa Department of Management to the Department of Education. Washington County Public Health Administrator Edie Nebel says moving Empowerment might not be as detrimental as initially thought. She says the intent of the bill isn’t to “dismantle Empowerment.” However she says the measure’s language doesn’t make that very clear. Nebel has had a close eye on the measure because many of her agency’s programs get funding through empowerment.
