On Tuesday, August 30th, an inmate in the Jefferson County Jail escaped custody and is currently at large. James Pleas Surber Jr. was being held on a charge of 2nd Degree Theft of a motor vehicle, a Class D felony which carries up to a five year prison sentence. Investigators have determined he had traveled to Ottumwa, where he abandoned the vehicle he was using. Surber contacted Fairfield police with information about an open case and offered his assistance. The police conducted an operation with Surber, and he used the opportunity to escape.
He is now being charged with Escape from Custody, a Class D felony punishable by up to five years in prison. While he is not believed to be armed, people are advised to use caution. If anyone has any contact with Surber, they are advised to not approach him and contact law enforcement immediately.
