Iowa’s 2019 legislative session has come to a close. The legislature adjourned Saturday. Democratic State Senator Kevin Kinney says he was pleased with some items but disappointed in others, “A lot of the things that I was working on we were able to get passed. The hemp legislation I’ve worked on for three years and we were able to get it passed. The medical marijuana legislation did get a little bit better, and that was indeed a good thing. We’re still not funding our schools the way we probably should be funding them. It was just a mixed, a mixed bag I guess.” Kinney worked to promote the authorization of industrial hemp, which would comply with new federal regulations. State Supplemental Aid, which funds public schools across the state from pre-school to high school, was approved at 2.6% growth. Kinney says it should be higher. He adds that he has some reservations with the new property tax legislation, which requires cities or counties increasing tax levies by more than two percent to have a two-thirds vote to pass. It also requires that resolutions to be posted on a county’s website for public viewing.
