The English River Watershed Project will continue forward with a tier two environmental review. City administrator Ryan Schalbaugh outlines the difference between a tier one and tier two environmental review, “They do a tier one, which is a cursory review and if there is anything that comes up that would warrant a secondonary review due to land use they’ll do a boot-on-the-ground tier two assesment. Before you can do some of the projects for water mitigation, flood mitigation, water quality, it does have to go through an extensive federal review. And at times a tier one will raise a flag that requires us to go to a tier two environmental review.” Schlabaugh says the tier two assessment will be completed this spring. Before any projects in the watershed can be started or planned, the tier two assessment must be completed.
