Due to a missing victim, a class C felony charge has been dismissed without prejudice against a Washington man.
The Washington Police Department arrested 42-year-old Terry Jay Combs on August 9th for an alleged sexual assault that occurred on August 5th in Sunset Park. Combs also had an arrest warrant for domestic abuse assault – first offense, a simple misdemeanor. A motion filed by the state to dismiss the charge of third-degree sexual abuse stated that despite numerous attempts to get in contact with the victim, whose whereabouts are unknown, the victim did not show for depositions and has not been in contact with the Washington County Attorney’s Office. Therefore the state cannot proceed with charges without the victim. Dismissal without prejudice means Combs could be charged again.
