A former Highland High School teacher charged with sexual exploitation in Washington County now faces Linn County charges.

Forty-one year-old Justin David Rapier of Marion was arrested on January 20th and charged with sexual exploitation by a school employee, a class D felony, for alleged events that occurred between 2017 and 2021 in Washington County. Charges were then filed on March 30th in Linn County for two counts of sexual exploitation by a school employee, an aggravated misdemeanor. Court documents show that a juvenile female student at Riverside High School in Oakland, Iowa reported that she came to Rapier’s home in Cedar Rapids on August 10, 2019 and engaged in sexual conduct with him. She also allegedly went to his home again before graduating high school around May of 2021. KCII will bring you more information as it becomes official.
