Washington City Ordinance allows for the permitting of golf carts for use on certain city streets. Vehicles shall not be operated or parked on city sidewalks or trails. ATVs and UTVs are not required to have a city permit but must meet requirements of the Iowa Code. The vehicles may be operated on city streets and alleys between sunrise and sunset. The golf carts must have a slow-moving vehicle sign, a bicycle safety flag at a minimum height of five feet above ground level, adequate brakes, seat belts for each person, and operational headlights and taillights. Headlights must remain on during vehicle operations. Golf carts, ATVs, and UTVs shall not be operated on the following streets, except to cross said streets: State Highway 92, State Highway 1, West 5th / Lexington Blvd west of North Ave. C, South Iowa Ave south of Polk Street, 12th Ave north of Washington Street, Fillmore Ave east of South 12th Ave to Airport Road, Airport Road, and 18th Street west of North Marion Ave. Posted speed limits must be followed and the vehicles cannot be operated at a speed in excess of 25 MPH. The vehicle operators must be at least 18 years of age and have a valid Iowa driver’s license. Proof of owner and operator liability insurance coverage is required at the time of golf cart inspection. Permit fees are $25 per calendar year January through December and must be paid at the time of inspection and application at the Washington Police Department.
