A third person has been arrested related to a child endangerment case in Washington. According to Washington County Communications, 58-year-old Teresa Jean Richmond was arrested in Marengo on Thursday. Richmond was wanted on warrants from Washington County including four counts of child endangerment, one count of animal neglect with injury, three counts of rabies vaccination violations, and six additional counts of animal neglect.

The charges stem from an incident that happened in Washington in the 600 block of South Marion Avenue. On December 20th, 2024, authorities removed four children from the house along with 24 dogs and four cats. According to court records, Richmond is a grandmother of the minor children and acted as a caretaker at the home.

Inside the house, authorities found deceased animals, feces and urine on the floor, and waist-high trash along with mold in the basement where a sewer pipe burst earlier in the year.

She was taken to the Washington County Jail.
