Temperatures fell below zero over the weekend, but they didn’t fall low enough to break the record. In 1983, the record low temperature was set at -15 degrees. On Sunday the thermometer dipped to -13 degrees in Washington. With the wind chill early Monday it felt like -23 degrees at 5:30 a.m. Over the weekend about four inches of snow fell. According to the National Weather Service, temperatures in Washington for the first 18 days average 26.5 degrees, but this month the average has been observed at 20.3 degrees.
