A man was arrested in Riverside after someone spotted him shining lights into vehicles. According to the Washington County Communications Office, at 2:06 a.m. Monday a man in a red sweatshirt and shorts was shining a light into vehicles. A Washington County Sheriff’s deputy responded to the area. Authorities arrested 31-year-old Dustin John Haigh of Iowa City. He is charged with theft in the fourth degree, a serious misdemeanor; attempted burglary; and possession of burglary tools, an aggravated misdemeanor. Charges are pending per lab results for possession of a controlled substance. Haigh was taken to the Washington County Jail. Earlier this month he was arrested in Jasper County and bonded out.
