Fireworks can be used to celebrate the New Year in some cities in Iowa. City councils are able to set the dates and times for allowable discharge of fireworks. In the City of Washington, they are allowed from 9 a.m. December 31st to 12:30 a.m. January 1st. Sky lanterns with open flames, mines, shell devices, and aerial shell kits are prohibited. They cannot be discharged by anyone under 18, they shall not be discharged by persons under the influence of drugs or alcohol, and shall only be discharged on property owned by the person using the fireworks or where consent has been given. They cannot be set off in public areas like streets or parks. Those using fireworks assume all responsibility. In 2017 the Iowa legislature approved the use and sale of fireworks in Iowa.
