The National Weather Service says above normal precipitation and temperatures are favored for eastern Iowa this spring. The National Weather Service has issued its climate outlook for this spring and early summer. The above normal precipitation possibility is tied to the flood potential concerns in the Mississippi River basin. There is a possibility for a transition to a weak La Nina by fall or early winter.
