The Kalona City Council has approved the developer’s agreement, preliminary plat designs, and Tax Increment Financing (TIF) agreement for the North Ridge Subdivision. This approval gives the developers, CJ Moyna and Sons, the ability to begin infrastructure work on the project immediately. City Administrator Ryan Schlabaugh explained at last week’s city council meeting that TIF was used in order to give CJ Moyna and Sons incentives to fund the infrastructure upfront and start work on the subdivision’s utilities and streets as soon as possible. The subdivision will include 56 acres of land and 64 residential lots. CJ Moyna and Sons and the Washington County Conservation Department will work in conjunction to convert 103 acres of the 284-acre property for recreational uses such as a walking and biking trail, a dog park, a nine-hole disc golf course, and naturescape areas. The city plans to have these recreational areas ready for public use by the spring. The residential lots are expected to go up for sale in early 2021.
