A former Washington resident whose felony sexual abuse charge was dismissed last September was arrested Wednesday on new charges.
The Washington County Communications Center states at about 5:18 a.m. Iowa State Patrol arrested 42-year-old Terry Jay Combs in Cedar Rapids on a Washington County warrant for possession of a controlled substance, third or subsequent offense, a class D felony, and possession of drug paraphernalia, a simple misdemeanor. The Washington County Sheriff’s Office transported Combs to the county jail. A charge of third-degree sexual abuse, a class C felony, was dismissed without prejudice in Washington County after numerous attempts failed to get in contact with the alleged victim. Dismissal without prejudice means he could be charged with the incident again.
