Changes to a memorandum of understanding and 28E agreement with the Southeast Iowa Link Mental Health and Disability Services region were reviewed during the Washington County Board of Supervisors meeting Tuesday.

Supervisor and SEIL board member Jack Seward Jr. presented the MOU and 28E agreement as the state’s mental health regions are transitioning from a county to state-funded system beginning July 1st. Seward explained the 28E includes a change that allows for the flexibility to transition to the different funding sources and satisfy the State of Iowa and Iowa Department of Public Health, “The second thing is to deal with the funding sources and reimbursement for the associated costs that the county provides to the region, ultimately to the State of Iowa, that are not billable as mental health and disability services.”

Those costs are for the office space and telephone line that is used by County Mental Health and Disability Services Coordinator Bobbie Wulf, which is a total projected cost of $7,260. Seward shared that Washington County is the last of the region to approve these documents, which includes Des Moines, Henry, Jefferson, Keokuk, Lee, Louisa, and Van Buren counties. Action is expected at next week’s meeting during which Wulf will be on hand to answer any additional questions.
