On Sunday, the Washington Police Department arrested 58-year-old Rhonda Goodwin of Iowa City on the charge of dependent adult abuse, a Class D Felony. After an investigation done by the Iowa Department of Health and Human Services and the Washington Police Department, banking statements for the victim were obtained, and those statements showed multiple purchases of alcohol. On May 1st, a representative of the Iowa Department of Health and Human Services and an Officer met with Goodwin, where she admitted to using the victim’s account to purchase alcohol. The estimated value of the alcohol purchases from November 6th, 2023, to April 8th, 2024, is $1,475.00. Goodwin is being held on a $5000 cash-only bond in the Washington County Jail.
