On Sunday, just before 9p.m. at 1184 250th St in Keota, the Washington County Sheriff’s Office responded to reports of a two vehicle accident where one vehicle had rolled. According to the officer’s preliminary accident report, Judd Zephyr of Ottumwa was driving a 2010 Mercedes when he passed Johnsley Cinoble of Ottumwa who was driving a 2007 BMW in a no passing zone and ran Cinoble off the road, causing both vehicles to go into the ditch and Cinoble’s vehicle rolled. Zephyr left the scene before the officers arrived. Cinoble was arrested for operating while intoxicated, no drivers license and no insurance. Zephyr will be charged with no drivers license, no insurance, passing in a no passing zone, failure to maintain control, and leaving the scene of an accident. Cinoble was transported to UIHC for his injuries. The Washington County Sheriff’s Office was assisted by Washington Rescue, Keota Fire, Keota QRS, State Conservation Officer, Washington Fire, Washington County Ambulance.
